Policy Update

Federal Government Funding Extended Through December 3, Debt Ceiling Unresolved

  • On September 29, President Biden signed a continuing resolution (CR) extending current levels of government funding into December.
  • The government had been set to shut down at midnight absent continued funding.
  • A previous bill, which tied continued government funding to lifting the debt ceiling, was blocked by Republican senators earlier in the week.
  • Treasury Secretary Janet Yellen told Congress that the debt ceiling must be lifted by October 18 in order to avoid the nation’s first credit default.
  • The release of a pre-negotiated “omnibus” appropriations bill covering all discretionary federal spending is likely by the end of the year.
  • AACOM is working to advance funding priorities as part of the appropriations process, including increasing NIH funding for colleges of osteopathic medicine, which advocates will be discussing during the 2021 AACOM Advocacy Day.

Bipartisan Infrastructure Bill Delayed in House

  • Responding to the progressive wing of the caucus, Speaker Nancy Pelosi (D-CA) delayed a planned vote on the $1 trillion infrastructure bill that had previously passed the Senate.
  • Progressives were unhappy that the Senate has not yet passed the partisan $3.5 trillion reconciliation bill, as Senators Joe Manchin (D-WV) and Kyrsten Sinema (D-AZ) continue to seek a lower total spending number.
  • AACOM is seeking increased funding for the Teaching Health Center GME Program, Medicare GME and other medical education funding in the reconciliation bill.
